Anti Ragging Committee

ANTI RAGGING COMMITTEE(AY 2025-2026)

The Anti-Ragging Committee is established to uphold the principles of dignity, respect, and safety within our educational institution. Recognizing that ragging undermines the core values of camaraderie and mutual support, this committee is dedicated to eradicating such practices that can cause physical and emotional harm to students.

The committee's primary objective is to create a nurturing and inclusive environment where all students can thrive without fear of harassment or intimidation. We firmly believe that every student has the right to a safe and supportive educational experience. To this end, the Anti-Ragging Committee will implement preventive measures, conduct awareness campaigns, and enforce strict disciplinary actions against those found engaging in ragging activities.

Through collaboration with students, faculty, and administration, we aim to foster a culture of respect and responsibility. Our commitment is to ensure that our institution remains a place where diversity is celebrated, and every individual feels valued and secure.

Roles, Responsibilities and Statutes

Statutory / Regulatory authorities such as University Grants Commission (UGC), All India Council for Technical Education (AICTE) and Visvesvaraya Technological University (VTU) has reiterated the ban on ragging of learners in Institutions of Higher Education and mandated that every higher education institute has to constitute a committee, with prescribed composition as per norms, to prevent as well as address the issues. The learners admitted in Dr. HNNCE are therefore directed to strictly desist from any kind of ragging in the institute premises. The various forms of ragging include Display of noisy, disorderly conduct, teasing, excitement by rough / rude treatment / handling, including rowdy, undisciplined activities which cause or likely to cause annoyance, undue hardship, physical or psychological harm or raise apprehensive fear in a fresher, or asking the students to do any act or perform something which such a student will not do in the ordinary course and which causes him/her shame or embarrassment or danger to his/her life, etc. Dr. HNNCE shall constitute an Anti-Ragging Committee, as per prescribed guidelines, to eradicate the menace of ragging by taking suggested stringent steps and actions. The Committee shall identify almost all areas in the institute (i.e. canteen, parking places, hostels, different blocks, play grounds, bus stops, etc.) which are likely to be potential areas for doing ragging and deploy student volunteers & secret informers for guarding all such places / areas during the specified timings. The committee shall conduct (b) anti-ragging campaigns in the form of Flexes, Posters and Boards in college premises and surrounding areas where there is a chance of ragging, and (b) conduct awareness programs on Anti - Ragging in the form of meetings and PPTs to the senior students, faculty & non-college personnel. The punishment for participation in/or Abetment of Ragging at Dr. HNNCE include:

  1. Cancellation of admission;
  2. Suspension from attending lectures and practical’s;
  3. Withholding/withdrawing scholarship/fellowship and other benefits;
  4. Debarring from appearing in any Internal /semester end examination or other evaluation process;
  5. Withholding results of Internal /semester end examination of the college;
  6. Debarring from representing the college in any national or international meet, tournament, youth festival, etc.;
  7. Suspension/expulsion from the college hostel;
  8. Rustication from the institution for periods varying from 1 to 4 semesters or equivalent period;
  9. Expulsion from the college and consequent debarring from admission to any other college/institution;
  10. Imposing a fine.
